Woodnewton Parish Council Website Pages (Hosted on the Woodnewton Hub)
This accessibility statement applies to the Woodnewton Parish Council pages hosted within the Woodnewton Hub website.
Woodnewton Parish Council is committed to ensuring digital accessibility for all users. The Council aims to continually improve the user experience for everyone and apply recognised accessibility standards.
This website is subject to the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance Status
The Woodnewton Parish Council pages aim to conform to the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard.
These guidelines explain how to make web content more accessible for people with disabilities and more user-friendly for everyone, including users of assistive technologies.
Scope
This statement applies only to the content and documents published by Woodnewton Parish Council within the Woodnewton Hub platform.
The Parish Council is part of the local government structure within North Northamptonshire and aims to align its governance practices with accessibility expectations applicable across the wider authority area.
However, the Parish Council does not control the technical infrastructure or underlying website platform used by the Woodnewton Hub.
Limited Control of Hosting Platform. WPC pages are hosted within the Woodnewton Hub website, which is administered separately from the Parish Council. While the Parish Council is responsible for the accessibility of the content it publishes, certain elements of the site including:
- Website navigation structure
- Page templates and layout
- Underlying platform functionality
- Some embedded features
are controlled by the website administrator or platform provider. Where accessibility limitations arise from these elements, the Parish Council will raise concerns with the site administrators where reasonably practicable but cannot guarantee full remediation of platform-level issues.
Non-Accessible Content
Despite best efforts, some content may not fully meet WCAG 2.2 AA requirements. Examples include:
- Historic PDF documents and scanned minutes published before accessibility improvements were implemented.
- Scanned documents that are not machine readable.
- Some older documents that may not contain full heading structures or tagging.
- Structural or navigation elements controlled by the Woodnewton Hub platform.
Disproportionate Burden
As a small parish authority with limited administrative resources, it may not be proportionate to remediate all historic archived documents. However:
- Key governance documents will be made accessible on request.
- Future documents will be created and published in accessible formats wherever practicable.
- Accessibility will be considered when new content is uploaded.
Measures Taken to Improve Accessibility
Woodnewton Parish Council:
- Publishes new agendas, minutes and policy documents in accessible formats wherever practicable.
- Uses clear headings and structured content.
- Avoids scanned-only documents where possible.
- Reviews website content periodically.
- Provides documents in alternative formats upon request.
- Raises accessibility concerns with the Woodnewton Hub administrators where appropriate.
